Doubt regarding BITWISE OPERATOR

A) in the timeline 9:35 sir has written 1000 as 8, shouldn’t this be a negative number as the first bit is sign bit and it is negative for 1

B) are we supposed to learn the binary codes of the numbers?

first of all there is no need to learn the binary codes of numbers… just understand how u can convert the decimal number to binary number…
