Sir my doubt is in naive Bayes as we are not going to learn any parameters then why we are splitting the data into training and testing

Splitting the data in training and testing is a step of cross validation.
It doesn’t mean we have to always use it for hyper parameter tuning , its a normal technique to understand the model performance.
