i did not understand the purpose of constraint given in this question ??

The constraint helps you calculate the worst case complexity of your solution,
for example here N is max 1000, and max digits in binary number is 16,
so if you do it in one iteration, for 1000 numbers, you’ll iterate on the 16 digits in each number in the worst case.
So your worst case complexity will be ~16000.
