Confusion in max size of arrays we can take

i am getting confused in what max size of array is allowed
for example in question T_prime, Deepak and primes i am getting confused with n<=5000000 contraint
Can you please explain what exactly sizes of array are possible.

you can make max size of 10^6 locally and 10^8 as globally.
Here n=5000000th (worst case) prime is 86,028,121 So , you can declare a array of 10^8.
