we are given a test set of length = 1000, and sample output file with length = 3000. Aren’t the number of rows supposed to be equal?

The same submission file is to give you an idea of how your submission file is supposed to look in terms of the number of columns and the headings. Your predictions need to be according to the x_test but submitted in the format of the sample submission.
Your result file would thus contain 1000 rows only (not 3000) but make sure to write them in the format specified in the sample submission.
