in the search space we took max pages a student can read as 100 and min pages as 40
but according to me min pages should have been either 0 or 10?

You have to minimise the maximum in this question.
It cannot be zero because if the maximum is zero, then it means no student has read even one book.
Now it cannot be 10 because in this case there would be some student who reads 20+30+40 pages.
The thing is there will always be a student who reads a book with max pages initially which is 40 in this case. So your best answer would be the initial maximum.
Consider the case {10,20,40} ,here the answer is 40.
and at other times it would be more than that like in the case {10,20,30,40}
