Why I get wrong answer on testcase #1?

Here, you don’t need to check for the condition whether Start_Row has surpassed the End_Row or not ,
OR, Start_Col surpassed the End_Col or not.
Remove those condition & your code is good to go!

I tried but it still didn’t work. Without those conditions, It’ll re-print the same value at the end.

Your code is showing correct results without those conditions. Hence, I suggest you try some more test cases to Re-assure.
Try submitting that code without those conditions, It will pass
if it will gives any error, you can ask again.
