the definition is recursive , ie u can apply the same definition on the subproblem(that u obtain after splitting) as well

but why is recursion required because in the question they have asked to consider the strings given and not substrings of their substrings

but it is not saying to split a1, a2 ,b1,b2 into two halves as well

it saying a1 is equivalent to b1 .
so equivalent means u need to repeat the same definition again on a1 and b1 .
similary on other substring(b1,b2,a1,a2)
